If you have a device and the book is pre-loaded and doesn’t need internet access to work then it should be fine, but each country has its own specific access protocols so we can’t guarantee any of it will be available for download outside the United States. Any software that requires access to the vendor’s website (like Mindtap and Mylab) will almost certainly not work for that same reason. It is similar to region coding on DVDs. Your US DVD will not play in a DVD player from certain other countries just because they don’t work together that way.
Without a U.S. IP address, that digital item won't work.
*Military bases and VPNs are the exception to this rule.
